It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a white and black quarterly divided field (town rank).

The arms are Azure a castle Argent masoned Sable with port and windows Sable, beneath a winged serpent Argent emphasized Sable. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "NOTÁVEL VILA DE SERPA", this augmented inscription denoting military valour.

This winged serpent is a canting element: "Serpe", a cognate of this toponym, is Portuguese “heraldese” for, exactly, a winged serpent. It shows also as a crest of the pre-1910 national arms (and thence in the emblem of F. C. Porto),
and on the municipal coat of arms of Vila do Bispo.

Serpa municipality had 16 178 inhabitants in 2001 and consists of seven communes covering 1103,74 km². It is part of Beja District, traditional province and NUTS III Baixo Alentejo, and 1999 ref. adm. region and C.C.R. / NUTS II Alentejo.
