I did find a civic flag for San Francisco de los Romo, white with the municipal coat of arms centered upon it; this flag has not been adopted by official means however. I did also find three council flags, one for the 2014-2016 term and two for the 2017-2019 term.

Coat of Arms

The description of the coat of arms, found in the Municipal Code, is as follows:

The Coat of Arms of the Municipality is described in the following manner:

Quartered and crossed, it carries an "inescutcheon" (situated in the center) on a blue field is the emblem of the Franciscan Order; this is found as a circle of gold with two crossed hands, one unclothed and the other with the Franciscan habit, below these being a cloud and in the background a cross. In the first quarter on a gold field is a cross fleury in vert and five clams in gules, four in...the spaces and one in the center. In the second quarter on a blue field is an armed, moving hand with a sword in silver in the hand and three silver arrowheads, aligned in the lower part and pointing below. In the third quarter on an azure field, a plane shows this site of major livestock-raising, known as Bajío de la Cruz and San José de Buena Vista, on which the San Pedro River and royal trail to Zacatecas can be observed seated on a brown terrace which represents the land; beside this is a mesquite to the left and corn plant to the right. The fourth quarter on a gules field depicts a golden pot, with a flame below. The bordure in gold carries the years 1829-1992 in the upper area. The bordure also carries a motto in Latin which says "LABOR EST NOBIS COPIA - SPLENDOR GENTIS DONUM", of which its significance is WORK IS OUR WEALTH - NOBILITY OUR GIFT.
