The main website of JICA (Japanese
only) stated that the logo (symbol design) was adopted on October 1,
2008. The concept of the logo was to show the facets of JICA to show
their three main areas of global operation (loans, grants and
technological aid) to the developing world. Also, the arc starting and
end of the JICA wordmark denotes the never ending focus of JICA and
showing the "circulating society" and "sustainable development and
development" and the cultural exchange that will benefit both Japanese
society and the international community. The red disc, which
represents Japan and blends with the circle in "i" to show the unity
of Japan with the world. The close cooperation with the people of the
world and overall human kindness is symbolized by the lowercase "j"
and lowercase "i" close together.

A desk flag for JICA can be seen on page 53 of the
CEI-RD brochure that
Esteban posted to the list.
The flag features the JICA logo in white on a blue field. The logo
itself is the acronym "jicA" in lowercase letters (except for a capital
"A"), with the dot of the "i" intersecting with a larger white circle
(almost like a Venn diagram) and the overlapping portions of the circles
the same color as the field.

It is of note that there was a flag even before this pre-2008
flag; a photo from 1987 shows a text logo on a dark blue background at.
Unfortunately, I do not know of the date when this 1987 logo was adopted or even scrapped or if there was anything in between from this logo to the pre 2008 one.
