The city emblem was adopted on Mar 22nd 2005 by Notice No 1 but there is no flag law.
The white flag has a blue and a red city emblem in the center.
The city emblem is a stylized D of Daisen in a form of a flying big bird.
The red circle symbolizes a vigor and a development of the hopeful and dreamful city.

I have located a specification sheet for the Daisen City flag at City Emblem Design Book. On page 12 of the PDF, it shows the emblem
is placed in the center on a 7x10 ratio flag. The size of the emblem
is 980x1400 MM. The colors of the emblem are DIC 182 for blue an
DIC156 for red (page 4).
