The seal is blue with the white silhouette of the country in the middle, surmounted by an orange triangle bearing the letters "DC" for "Defensa Civil." The blue circle is surrounded by a white ring, outlined in blue, bearing the words "DEFENSA CIVIL" around the top and "REPÚBLICA DOMINICANA" around the bottom, all in black, capital, sans serif letters. Based on the photographs linked above, some variation is apparently allowed in the size of the seal, and in whether the "DC" on the seal is white or black.

The Office of Civil Defense (Oficina de la Defensa Civil) is an independent agency of the Dominican Republic government that falls under the auspices of the President of the Republic. According to the agency's website, "The main objective of the Civil Defense is to ensure that the country's operations are adequate for damages caused by disasters including flood, earthquake, storm, hurricane, fire, shortage or poor distribution of material supply, or other similar reasons, and in general to provide order, health and economic welfare, public safety, and preservation of life and property." (En español: La Defensa Civil tiene por objetivo principal asegurar que los operativos del país sean adecuados para los perjuicios que se originen por los desastres causados por inundación, terremoto, tormenta, huracán, fuego, escasez o distribución deficiente de suministro de materiales, u otros motivos similares, y en general para proveer el orden, salud y bienestar económico, seguridad pública prevención de la vida y de la propiedad en tales circunstancias.)

The National Emergencies Commission (Comisión Nacional de Emergencias, CNE) is the executive body that oversees the Dominican Republic's Office of Civil Defense. The Commission directly advises the Executive Directorate on matters related to the day-to-day Civil Defense operations.

The Emergency Operations Center (Centro de Operaciones de Emergencia, COE) is a subordinate element of Civil Defense, overseeing the Operations Division. The Emergency Operations Center acts as a central clearing house for all operations during a national emergency.
