Municipality of Baranoa in Department of Atlantico, Colombia, is

"Baranoa is located 22 km south of Barranquilla. The municipality occupies
an area of 127 km2, including rural, urban, suburban and
protected land. Baranoa has 55.178 inhabitants (2006 Census).
Baranoa was an indigenous settlement located close to the Big
Creek (Arroyo Grande) when the spanish conquers under the
commandament of Don Pedro de Heredia discover it in 1534.
In October 1543, it was commended by the Spanish Crown to
Hernando Dávila. Further commendements were given to Inés de
Mendoza (1556), Hernando De la Salas (1568) and José De las
Salas (1609). The Viceroy Sebastian de Eslava order a reformation
of the town between 1744 and 1745. As a consequence, 39 spanish
families made their home in Baranoa, creating the Parish of Santa
Ana of Baranoa.
In October 23, 1856, it was created the municipality of Baranoa,
based on the number of inhabitants the parish had, and its level
of development. The municipality category, as well as its
boundaries, was ratified in December 16, 1964."
The flag of Baranoa is horizontal greem-magneta(?)-green with six
points star on the top fly. There are two versions that differ in
the oriantation of the star.

There is a doubt about the orientation of the star on the
upper fly of the municipal flag of Baranoa, dep. Atlántico, in
Colombia:
The English
Wikipedia shows the 6-pointed star standing on 2 points;
there is no source given for this image, including the choice of
unusual green shade, light pale.
Image from the municipal
website shows, in a not very clear way, the star standing on
one point, but the image is hand drawn to look fluttering in 3D,
so angles can decieve. This image uses a regular shade of dark
green. Relevant hyperlinks in the official website are:

image, this with three equal stripes, medium green, and
6-pointed star standing on point and less dense. (Animated image
swapping from flag to emblem and back).

image incliding a photo that shows the upper part of three
flags in local, official use - most probably Colombian national,
departmental (visible white and red), and plain medium green -
the local flag.
I suggest another source image,
used in the article of the Spanish Wikipedia,
with, again, the star standing on two points and a much more
normal shade of (medium) green. Thereon author Mkstillo
loudly stresses that "BANDERA MUNICIPAL DE BARANOA
RIGIENDOSE A SUS LEYES Y GUARDANDO LAS PROPORCIONES DE SU
TAMAÑO", which suggests that some checking with legal
regulations was done while creating the image.
The specifications seem to be (2+1+1):(15)=3:5 ratio and star
(density=2, like a solid Davids star) enscribed in a circle
of diameter =25% of the flags height centered on the upper
fly square with 50% of the flags height to the side.
