Created in 2005, this is an umbrella organization that supports sport at all levels in the country and to promote healthy living. As for the symbol, it was adopted in 2006 and combines elements of the Olympic torch and the national flag. For the flag of the organization, it is the logo on white.

The current logo was adopted in April of 2015 with the design being credited to the company Public Group. According to a picture from this news article, the Pantone colors for the logo are 362 for green, 1788 for red. There is also a vertical version of the flag.

Flag of "Voluntary Society for Supporting of Army, Air
Force and Navy of Republic of Belarus" (DTSAAF). Flag
registered by Committee on archives (i.e. adopted) on 21,
October, 2003. Back side of the flag have no emblem.
DTSAAF was renamed from Republican defence sport-technical
society in 2003. Main aim of DTSAAF: development of "need
for army" and sport: autosport, aviation sport, rifle-sport
etc.

It seems the Russian name of the organization was changed to DOSAAF and uses the the same emblem that Victor shows, with the text at the top changing to DOSAAF from DTSAAF.
