The TIYC home page gives us:
Treasure Island Sailing Activity (TISA) – Established in July 1965.
The TIYC was formed as the Treasure Island Sailing Club in January, 1966 as a
branch of the United States Naval Sailing Association.
“TI Club’s Burgee
The Burgee of the Club is a pennant with a blue field and a gold horizontal
stripe running from the hoist to the point, the gold stripe having a vertical
[height] equal to one-fourth the vertical height of the hoist. The [ratio] of
the hoist to the fly is two to three.” from the Masthead 1967
Start of
1978, the name was changed to Treasure Island Yacht Club, to include power
boats.
In 1981, depictions of the burgee changed to a design that, when
hung vertical, would include a T over I on the stripe.
By 1995, the
burgee was pictured as having letters TI on the horizontal stripe.

For
their 50 years anniversary 1966-2016, the TIYC had an Anniversary Burgee. Design
by Jim Aberer (pictured on the TIYC home page).

The webpage provided a small burgee, designed by Jim Aberer, from which I
created a slightly blown-up, simpler example. It's the club's regular burgee,
but within the blueish fields 1966 respectively 2016, and in the yellow but
behind the lettering the digits "50" in silver-ish.

After the "Treasure Island Sailing Activity" had become the "Treasure Island Yacht Club", they eventually tried to change their burgee so it would look better if read from the hoist down.
I tried to keep the image like club flag. That's why my vertical burgee has a
Serif font, while the sketch of the real thing has a Sans font: The horizontal
burgee has a Serif font and I didn't want to make it look too different.

The Treasure Island sailing center provides access to sailing for everybody
around San Francisco. It sounds like there is a high goal behind this, so I
assume their burgee has some deep symbolic meaning.
They provide a nice
image to borrow at https://www.tisailing.org.
