The Chicago Heights flag was chosen during a contest to design a city emblem for the U.S. Bicentennial Celebration(1976). The stars represent the eight city neighborhoods--East Side, Beacon Hill, The Hill, West Side, Euclid Area, Bloom High School Area, North End, Country Club Area. The bands of color represent the three segments of the community--commercial, industrial, residential.

This variant flag contains script inside the flag. This Chicago Heights flag I purchased was on eBay and was made by the
WGN Flag Company of Chicago. Judging by the material and bunting, my guess is this flag was manufactured in the 60s or 70s.
