In the summer of 2019 Eldora had a flag contest for which designs were submitted by art students of South Hardin High School. A vote was held in July 2019 to choose from among the top 4 designs. Of the 289 votes,153 were given to the flag with the water tower, designed by student Sully Goodell. At the time, some city council members thought that too few votes were cast and that other residents should also submit designs. I didn’t hear anything about the flag after that. However, the contest-winning design was the basis of the flag adopted in May 2021; the only changes were the length and the text and images on the water tower (which match those on the actual tower).
