City of Anna Maria celebrated its centennial in 2023 and used a blue flag with the event printed on it: https://www.islander.org/2023/05/memorial-day-am-centennial-tributes-set/

According to a stock image I have came across at https://www.alamy.com/south-bay-fla, the flag of the SFWMD consists of a white field with a blue border, the seal is emblazoned in the middle.
The flag ratio seems to be 3:5. Attached as [us_sfwmd.gif].
