The seal is explained in this article from the Manchester Historical Society:
http://www.manchesterhistory.org/reprints/MHS3_TownSeal.html
The seal
was designed by graphic artist Edwin R. Hyjek and was adopted in 1965. The
importance of the silk industry is captured by a mulberry tree with 48 leaves,
which are the sole source of food for silkworms. The tree "represents life,
beauty, growth, permanence, strength, protection – all of which can be
interpreted into the image of Manchester." The year of incorporation, 1823, is
written in silk thread.
