the modern emblem by resolution No. 59: in an azure field is
argent lily flower, around which or contour of fortification
buildings. City appellation and water symbolizes heraldic
representation of aquatic lily flower. A lily comes forward also
as cleanness symbol and bloom."

I assume that this is a local, specific fortification,
heraldicized.
