The Tanzania Police Force flag is a
"black ensign" with the Tanzanian national flag in the canton, the badge in
white in the fly.

An image of the Tanzanian police flag can be found at :
http://www.policeforce.go.tz/index.html. The flag is black 3:5, with
the Tanzania national flag in upper right corner occupying 2/3rds and police
emblem at the hoist. I think Usalama wa Raia means "public safety
and security".

The two images shown here represent the Tanzania Police flag that was flying
over police headquarters at the Mwanza airport in Tanzania in November/December,
1994.
The flag in question was made of "proper" bunting, meaning that it was made
of either wool bunting or something that closely resembled wool, such as
today's spun polyester materials. The badge was printed onto two separate
pieces of broad cloth and they were appliquéd back to back onto the flag. By
the look of the heading etc., I think the flag was British made.
If my memory serves me correctly, I have seen two other variants of this
same basic flag. In one variant, the name "TANZANIA" appears above the coat
of arms while "POLICE" appears below. In the other variant, the coat of arms
appears by itself in the rectangle and "TANZANIA POLICE" appears below the
rectangle in white block letters roughly the same size as in my images above,
except that they placed horizontally and were not slightly reverse arched.
