According to the Thai Ministry of Interior in 2000, the flag of Phi Chit
province is horizontally divided of three green stripes and two white
stripes, with the provincial seal in the middle. In the center stands the
provincial seal. The provincial flag can be seen on the provincial website
in this document :
http://www.phichit.go.th/present.new.pdf, ratio is 3:5.

The information about the 3:5 ratio is not correct; the
above document and this branding page gives the information as just "rectangular" that is split between five equal stripes (three green and two white).

Description from
http://en.wikipedia.org/wiki/Seals_of_The_Provinces_of_Thailand:
The
seal of the province shows a pond, which refers to the old name of Phichit,
Mueang Sra Luang ("city at the royal pond"). The banyan tree in front refers to
the temple Wat Pho Prathab Chang. The temple was built in 1669- 71 by King
Suriyenthrathibodi, aka, Luang Sorasak or Phrachao Suea, who was born in the
village of Pho Prathab Chang, between a banyan and a sacred fig.
