The Ministry of Foreign Affairs and Expatriates (وزارة الدفاع - Wizārat al-Khārijīyah wa-al-Mughtaribīn) has a basalt blue flag with its emblem,
consisting of new national emblem and English and Arabic names placed under the
eagle.

The flag has the same background basalt black color as flag of the
Government, and it is clearly visible on these photos that this color is
different than the black stripe of national flag.
