The flag has 23 yellow stars for the 23 municipalities.
A large star also represents the capital of the
department and three medium size for the original 3
municipalities it was divided in.

The department of Usulután (464,883 inhabitants in 2006; 213,040 ha) was established on 22 June 1865. Usulután means Ocelots' Town, from "usulut" / "ucelut", "an ocelot", and "tan", "a town", a suffix used to indicate a settled place.
Blue represents the sky and the immensity of the sea that bathes the
department.
White is a symbol of peace and harmony.
Green represents the
fertility of the soil.
The coat of arms was validated on 17 June 1965 by
the Ministry of the Interior. The flag and the coat of arms were proclaimed on
22 June 1965 the official symbols of the department.
The coat of arms
features the map of the department, surrounded by maize ears, representing the
main crop grown by the Lenca. In the middle is placed the powerful hand of the
worker and entrepreneur, raising with faith the new agricultural power: coffee
and cotton. The lower part of the emblem features the paradisiacal Bay of
Espíritu Santo, its salt industry and splendid fish resources.

Without the stars, it would rather look like the flag of the municipality of
Usulután, and not the flag of the department. See:
