"Russkiy Mir Foundation (Russian: Фонд "Русский мир", literally
"Russian World Foundation", although Mir, Мир, stands for peace) is a
Russian agency created by Presidential Decree No. 796 of June 21, 2007, as a government-funded
organisation aimed at promoting the Russian language as Russia's
national heritage and a significant aspect of Russian and world
culture, and supporting Russian language teaching programs abroad,
forming the Russian World as a global project. It co-operates with the
Russian Orthodox Church
(Russian) values. They also build the
"Russian Centers" which are the actual
facilities in charge of executing the program.
The Foundation is a joint project of the Ministry of Foreign Affairs and the
Ministry of Education and Science and supported by both public and private
funds."

This organization seems to have two types of flags:
- first variant: a horizontal flag having the
logo on the top, inside a maroon disc, over a white background (occupying
almost two thirds of the flag) and below on the bottom one can read
"Фонд Русский мир" in Cyrillyc, as seen
here.
