The Law on flag was adopted by Moscow Regional Duma (decision #5/155) on 3
December 1997, but the governor was against it. He did not signed the Law, and Law
did not took it into power. Flags were not made. On 9 march 1999 Governor (A.
S. Tyazhlov), after consultation with historians, signed the Law at last (1.5
years later!!). After this date new flags were made and hoisted near buildings
of regional Duma and regional Administration.

The coat of arms of Moscow Region is the coat of arms
of City of Moscow (St. George)
directed in the opposite side. Flag is red background with
St. George in canton.

On The Coat Of Arms And Flag Of Moscow Region
(adopted by decision of the Moscow Regional Council, 3 December 1997 #5/155)Chapter III. The flag of Moscow Region
Article 8. The flag of Moscow Region is a rectangular bunting with a ratio of breadth to length of 2:3, red in color, with a two-sided representation in the upper hoist corner of the basic element of the coat of arms of Moscow Region, St. George the Victorious, facing the hoist. The width of the representation of the basic element of the coat of arms on the flag of Moscow Region should be 1/5 part of the length of the flag.
On July, 15, 2005 the governor of the Region of Moscow Mr. Boris Gromov has
signed two regional laws of the Region of Moscow: "About the Coat of Arms of
the Region of Moscow" (this law has received number 183/2005-OZ) and "About
the Flag of the Region of Moscow" (number 184/2005-OZ), which have been
adopted on July, 6, 2005 by the Moscow regional Duma (decisions 9/146-P and
10/146-P, accordingly).
After publication of these two laws, the law of the Region of Moscow from
March, 9, 1999 number 9/99-OZ (= Oblastnoy Zakon, regional law) "About the
Coat of Arms and the Flag of the Region of Moscow" is cancelled (have
stopped the action).
The flag of the Region of Moscow has remained without changes.

In new coat of arms of the Region of Moscow external
details are added to the coat of arms of the Region of Moscow of 1999 as a
gold imperial crown from the State Coat of Arms of the Russian Federation
and three tapes of an soviet award (order) of Lenin (which the Region of
Moscow has been awarded in 1934, 1956 and 1966). In a basis of this coat of
arms is the coat of arms of the Governorate (guberniya, in Russian) of Moscow
of 1856, which has an ancient origin lays.
The version of the full coat of arms of the Moscow Region is developed by
