Am I right to infer that the sickle on the flag is just a sickle, i.e.,
without USSR symbolism?

Probably without explicit USSR symbolism, yes, but I very much doubt
that it'd be completely devoid of implicit one, considering the very
soviet colour scheme and design of the flag.
