It is a typical Portuguese communal flag, with the coat of arms centred on a plain red field.

Shield Argent; a towered tower Gules masoned Sable; flanked by two flashes of lightning adorsed Or; in chief a goshawk volant Sable lined Or, holding an inescutcheon Azure, charged with five plates in quincunx, in his claws. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "SANTA BÁRBARA - RIBEIRA GRANDE".
Meaning:
Goshawk, and quina, are local symbols of the Azores. The tower is an attribute of Sta. Barbara, the local patron saint. The flashes are probably referring to the São Miguel geothermal power station.

Santa Bárbara Commune is one of the 14 communes of Ribeira Grande Municipality; it had 1275 inhabitants in 2011 and covers 12.7 km².
