About the Flag

It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of red and white.

Coat of arms

Shield Gules with base wavy of Argent and Vert; a fishtail Argent garnished Azure in bend sinister (you could also say a fish diving); in chief a goshawk Or lined Sable, holding an inescutcheon Azure, charged with five plates in quincunx, in his claws. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black capitals "RABO DE PEIXE".
Meaning:
Goshawk, and quina, are local symbols of the Azores. The fishtail (Port.: rabo de peixe) is canting. The base wavy of white and green is referring to the Atlantic.
