It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

Shield Azure, a heraldic fountain, accompanied in chief by two fountain nozzles Or, in base two wheat ears Or tied Argent with their stems in saltire. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "UNIÃO DAS FREGUESIAS DE FRANCO E VILA BOA".
Meaning:
This coat of arms is a very straighforward combination of the preexisting component communes' arms : The grain ears and fountain from Franco and the fountain nozzles from Vila Boa. Given its text length, I think that the scroll type is the new, extra long type, but I didn't see an image of these arms yet.
