It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a background gyronny (city rank) of red and white.

The arms are Or an embattled castle Gules with port and windows Argent and masoned Sable with portcullis Sable and charged on its main tower with an inescutcheon of Potugal ancient. Mural crown argent with five visible towers (city rank) and white scroll reading in black upper case letters "CIDADE DA GUARDA".
Meaning:
"Guarda" means "guard"; the castle in the arms (depicting a frontier defence fortification) may be considered a canting element.

Presentation of Guarda

Guarda municipality had 44 083 inhabitants in 2001 and consists of 43 communes covering km². It is part of Guarda District, traditional province Beira Alta, and 1999 ref. adm. region Beira Interior, C.C.R. / NUTS II Centro, and NUTS III Beira Interior Norte. Guarda is one of the 40 "old cities".
