Shield Or semy of alternating grape bunches and willow leaves, both Vert, with base wavy of Azure and Argent, over all an inescutcheon Gules charged with a Maltese cross Argent. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "UNIÃO DAS FREGUESIAS DE CORTIÇÔ DA SERRA, VIDE ENTRE VINHAS E SALGUEIRAIS".
Meaning:
The inescutcheon is taken from the (only proposed) arms of the former Cortiçô da Serra Commune, the grape bunches from those of the former Vide Entre Vinhas Commune (which means grapevine between vineyards). The wine leaves from these arms have been replaced by willow leaves (Latin: Salix caprea), representing the former Salgueirais Commune (which means willow groves).

The symbols probably were proposed but due to merger of three communes never approved. Maybe they became the role model for the newly formed united commune, but I only found evidence about the arms.

Salgueirais was one of the ten communes of Celorico da Beira Municipality affected by the 2013 changes. It had 114 inhabitants in 2011 and covered 9,1 km². The commune probably had no proper symbols, as this webpage displays just an empty shield with scroll and mural crown with three visible towers.
