It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of red and yellow.

Shield Or, on a mount Vert a castle Gules, masoned Argent with port and windows Argent, in chief two twigs of olive Vert fruited Sable. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "OUTEIRO - BRAGANÇA".
Meaning:
"Outeiro" is Portuguese for "hillock", and the arms predictablly show one, in a case of canting heraldry.
