"Yatta or Yattah (also mispelled as Youttha) (Arabic: يطّا) is a Palestinian
city located in the Hebron Governorate in the West Bank. Yatta has been
identified with the site of the Biblical town of Juttah. Yatta has an ancient
history dating back to the Canaanite era where ancient Canaanites inhabited
Palestine in earlier eras. The town is called Yutta, which means flat land. In
the Roman era it was mentioned as "Ietaem" but the old town itself originated in
the Ottoman era. . Yatta, like the rest of Palestine, was incorporated into the
Ottoman Empire in 1517. After the 1948 War and its respective 1949 Armistice
Agreements, Yatta came under Jordanian rule. The Council of Yatta Municipality
was established in 1967. Since the 1967 war, Yatta has been under Israeli
occupation, along with the rest of the West Bank. However, as of September 1995,
Yatta and its immediate region, now known as Area A, have come under the
administration of the Palestinian Authority (PA)"

The actual flag is seen
here (second flag from left to right) (white flag with Seal).
Also, please notice that the table flags on the left of the picture display a
vertically oriented flag on the right, showing the color variant of the seal as
the following images will prove.

Now, in both these images (image
1 and
image 2) they still show the same flag as above (white background with black
seal and black writing). The variant seen in these two images is actually
vertically displayed as the table flags show the seal in color (

and
seal2 ).

The seal displays the "ٱلْـمَـسْـجِـد الْاَقْـصَى" (English: Al-Aqsa Mosque) in
the middle, in black, with a surrounding half cogwheel and above, it is written
in Arabic "بلدية يطا" (English: Municipality of Yatta). Below the Mosque, is the
name in English first, in capital black letters, "YATTA MUNICIPALITY" and below
in Arabic, بلدية يطا.
The flag with the seal in black also has a fimbriation in black as seen
here (first flag from left to right):
