Dzierżoniów city new flag

We have the flag of Dzierzoniów urban commune (by Gunnar Staack 2000), but it appears to be in the wrong color arrangement.
Perhaps, the correction is needed in this case.

Dzierzoniów - urban commune, Dzierzoniów County, Dolnoslaskie Voivodship - former German name: Reichenbach im Eulengebirge - older Polish name: Rychbach.

The City's "Statut" of 2003 describes the arms and the flag as follows:
"The Arms of Dzierzoniów are the image of tis patron saint, Saint George, spearing the dragon, which is laying at his feet. All on the background of the low brick wall and the sky.
The colors of the Arms are:
steel - Sy.George's armor
green - dragon
red - brick wall
light blue- sky

The City's flag is a rectangular piece of cloth in the ratio of 5:8 divided horizontally into three equal bands in the colors of:
blue - upper band
red - middle band
green - lower band."
