I'm not sure I understand the description quite well. So I drew several
varieties, and it would be nice to hear your opinions.

I am quite sure that the versions you made as
variant0 and
variant2 are not what they were meant
to be. Just delete them. It may be questioned "where from" the pile is staring
from the base, and my choice would be from the very corners...

There's nothing that says the shield is represented on the flag. The flag is
a different medium altogether, with its own description.
Still, it looks like there's also a de facto high flag similar to
this flag variant, even if not de jure. I'm
unable to make out the details, though. I'm not even able to exclude that we're
seeing a Møre og Romsdal high flag.

Blazon: I sølv ein blå spiss laga med bogeliner. In English: Argent a pile
embowed issuant from base azure.
Approved by the royal resolution of 30 April 1984 after a drawing by Norbert
Hovet and Kårstein Blindheim. [c2j87]
The design represents Sykkylvsfjord - a small pointed fjord. The embowed lines
were chosen for ornamental reasons.
Wikipedia says that it
also represents the famous mountain top Straumshornet also in the municipality.
The designer's motto was "Mellom fjell og fjord" - Between a mountain and a
fjord.
