It seems Verol at Dordrecht is really ‘Verol Chartering BV’ (charterer)
plus ‘Verol BV’ (inland tanker operator).

Verol Chartering, a Dutch company based at Dordrecht, is a subsidiary of the Belgian inland shipping firm Plouvier, active as a charterer in the tank shipping business.
As said in the history section of above site (in Dutch ‘onze geschiedenis’), Verol was acquired by the Belgian firm after 1995 – the site is vague on this point - in order to strengthen its position on the European tanker market.
The flag is made chiefly in the Dutch national colours and having a ‘Guyana’ pattern: a white wedge between a flat black triangle (having its base on the hoist edge) nd red (upper) and blue (lower) triangles bears the company name in black. The wedge reaches the fly end.
So the flagoid is a real flag after all (it even comes in two versions).
