Choybalsan district is completely different entity with City of Choybalsan! The district has 10 152 km2, with with about 2 700 inhabitants. It has 3 villages (or local administrations), and its administrative center is Hulstay. The flag is blue (greyish blue) with district emblem in the center.

Darhan district is one of 4 districts in Darhan-Uul Province. It is identical with Darhan City (hot), but has the status of district (sum). District has 103 km2, with 106 000 inhabitants. The flag contains the similar symbol as provincial flag, but on green background.

Gov-Ugtaal is one of 15 districts in Dundgov Province. The flag is blue over yellow with district emblem on the blue field toward the hoist. The photo shows a variant of the old emblem. I don't know if the flag is changed when the new emblem was adopted. Attached are the photo of the flag, and old new and old emblem.

Halhgol is the largest district in Dornod Province. It has 28 093 km2, with 3 200 inhabitants. District has 3 villages (or local administrations) and its administrative center is Tsagaanbulag. The flag is deep red with district emblem in the center.

Herlen

Herlen district is the capital city district. It contains only the City of Choybalsan, which is the provincial capital. The city (and the district) has 281 km2, with about 42 000 inhabitants. The city has a flag which has three horizontal stripes of deep blue, white (which is twice wider) and green. The green stripe itself has a light blue uneven stripe which goes in all its length, and in the white stripe (toward the hoist) is positioned the city emblem. Little complicated, so I attach here some larger files, hoping that someone will take the opportunity to make a fine gif of the flag.

I found the original document dated 14.01.2013 of adoption the flag. I attach the part with the image of the flag with measures (so if some fine giffer want to take a chance... :) and emblem.
