I first reported the flags of a few atolls and islands displayed during the coronation of Michael Kabua, but I was sceptical about some of them incl. the one for Lae. You can see this flag here: https://www.facebook.com/photo.

Earlier this year in a video from the inauguration of the new Lae atoll local government we can see a flag flying next to the national flag: https://www.facebook.com/videos (in the first minute). I have almost no doubt that the flag is the one displayed during the coronation and that it's officially used.
