Located in Oyama City Tochigi Prefecture and established in 1986.
The embroidered ceremonial flag has sky blue background with a gold emblem in gold fringe.
The university flag has blue background with a green, blue and sky blue emblem and white kanji university name written horizontally.
The green checkers in the emblem represent the five continents, and the blue stripes represent the three oceans, expressing a "broad view of the world" attitude.
