Adopted by Notice No. 33
City Directive no 4, dated 1 July 1966, concerns the handling of the city
flag and emblem. It says that the staff must recognise that the flag and
emblem are symbols and must take care not to damage their dignity and honour.
The emblem and flag are to be printed; the mayor's approval must be obtained
to use engraving or any other method. The flag is to be raised when necessary
at the government building (town hall), and by city agencies at city hosted
ceremonies, sports tournaments and other major official events unless there
are special circumstances. The mayor will determine the use of the emblem and
flag other than the hoisting of the flag described in this directive.
