This flag was seen in the municipality of Damavand. Apparently it's usually green but it can be red as well

The name of the entity this is the flag of seems to be not Damavand (which is merely the oronym) but either the Larijan-e Sofla Rural District (see https://www.openstreetmap.org and Wikipedia) or the wider (see https://www.openstreetmap.org and Wikipedia) Larijan District.

Julius found both red and green cases in use as tabletop flaglets shown in desk photos of local officials: https://www.mehrnews.com. At the direct image link the red version is shown as a gold-fringed tabletop flaglet, along with a matching national flag, hoisted on the same base.

At https://omiddamavand.ir is a green flag, with light green fringe, next to a golden fringed national flag, hoisted on separates bases. At https://www.instagram.com is a green version without fringe, next to the national flag as big indoor flags, on the background of another desk photo of local officials.

The national flag shown on top of the Damavand peak is simplified into a simple tricolor (reconstructed here), due to its small size, and stylized to be extra-oblong matching a number of Shah-era flags. Unexpectedly the emblem on the flag is shown as black, not red, clearly with no technical reason for it (as the color red is used elsewhere in the image, namely on the lower stripe of the flag itself).

Damavand Municipality is a 4th level subdivision (lvl 7 on OSM), https://www.openstreetmap.org/relation. It's a city within the Central District of Damavand County, Tehran Province, and has the same name of that of the famous volcano
