As Arabic is read right-to-left, the slogan in the top blue area reads:
"Republic of Iraq Ministry of Interior". In the lower right area the Arabic
slogan reads (again) "Ministry of Interior", beneath the bird's head is the
slogan "Allah Akbar" or "God is Greatest", and at the bottom the date below the
green wreath corresponds to "1922" AD (perhaps the date the ministry was
originally founded).

The top line translated from Arabic into English reads: "In the name of
Allah/God, the Most Gracious, the Most Merciful" (called the "Basmalah" -- one
of the many practices taught by Islam is that its Muslim followers should begin
their activities in the name of Allah/God). Below that, there is a long phrase
in a semi-circle design that reads: "You who believe, if you support Allah/God,
then follow." Below that is the short slogan: "Believe Allah/God Almighty". The
top line in the blue shield reads: "Ministry of Interior". The bottom line
reads: "Commanding Forces Federal Police".

A Yahoo! News photo featured the flag of Iraqi Special Police Commandos (no longer available), captioned:

About 722 members of the Special Police commandos graduated from the training school in Baghdad on Saturday. It seems to be red with a circular seal, mostly blue with a golden border.

The current (2022) official flag.
The slogan in the top line translated from the small-print Arabic into
English reads: "In the name of Allah/God, the Most Gracious, the Most Merciful"
(called the "Basmalah" -- one of the many practices taught by Islam is that its
Muslim followers should begin their activities in the name of Allah/God). The
second line reads: "People that have got faith" leads into the curved slogan
reading: "If you support Allah/God, He will support you and make you firm, God
the Most High" ... "has spoken the Truth" on the fourth line. In the black
shield, the top line reads: "Ministry of Interior". Inside the white stripe that
is divided by a map of Iraq, the slogan there reads: "Allah Akbar" or "Allah/God
is the Greatest." The slogan at the bottom of the black shield reads: "Federal
Police Forces Commander."
