Regional Council Azzata (meaning towards Gaza) is situated in the North Negev region, about 30-40 km NW to Be'er Sheva. Est. 1951, 6,500 inh. in 13 settlements. The Regional Council wrote me:
As far as we know we have not got an official flag, and we are using the municipal emblem printed on silk in the following shades:
a) Azure background with dark blue emblem.
b) Dark blue background with white background.
Courtesy small flags [desk flags] are with the emblem in five shades on white background.
This time no confirmation needed since beside sending me the
emblem, they sent photos of the flags, showing also a vertical
variant. The municipal emblem has not been published in the
official gazette (Rashumot) and is thus unofficial.

The Azata Regional Council has decided to change its name because of the Gaza-related connotations its current name invokes. Gaza in Hebrew is pronounced Ah-za, and potential residents, investors, visitors and suppliers are often fearful of coming to an area named Azzata. Two alternative names will be considered: Maoz HaNegev (Fortress of the Negev), and Sdot HaNegev (Fields of the Negev). (...)

Looks logical since Regional Council Azata has only a small
area that borders Gaza strip (Kibbutz Alumim - the local
authorities bordering Gaza strip are mainly Regional Council
Eshkol, Regional Council Sha'ar HaNegev and Regional Council Hof
Asqelon) and most of the Regional Council of Azzata area is
around Municipality of Netivot.

No more Azzata as this Regional Council officially changed its
name and it is now Regional Council Sedot Negev (Negev Fields).
No change in the emblem beside the obvious change in the
inscription as seen at the municipal
website.
It govern the 16 communities of Shokeda, Kefar Maymon, Shuva,
Shibolin, Zeru'a, Zimrat, Tekuma, Sa'ad, Bet HaGedi, Sharsheret,
Yoshivya, Tushiya, Ma'agalim, Alumim, Giv'olim and Melilot.
