Ma'ale Adummim (biblical name from Joshua 9) is situated 7 km east of Jerusalem on the Jerusalem-Dead Sea road. Est. 1975, a municipality since October 1991. 25,000 inh. Mrs. Aliza Aharonson, director of municipal information centre, wrote me on 28 October as follows:
The emblem on the stationary (as well in the municipal
homepage) is in blue-red colours. However, on the desk flag it
appears in blue-green-gold.

The emblem of Ma'ale Adummim has not been formally adopted.
Israeli municipalities in areas occupied since 1967 cannot
register their emblems. The reason is that those areas are not
legally part of Israel and according to international law they
are governed by decrees of the military commander of the areas.
Many Israeli laws are in force in those municipalities when
adopted there by the military commander, but the Symbols/Emblems Protection Act of 1974
is not one of them.

The flag in green with emblem on white patch is seen at many
photos at <www.amit.org.il>.
However, I am not sure at all that it is the only color used....
