The Compagnie Commerciale de Transports à Vapeur Français was
established in 1881, soon after the adoption of the Law on 30 January
1881 on grants offered to the merchant navy.
Presided by the wealthy textile industrialist Charles Cherpin
(1813-1884), Senator of Loire (1879-1884), the board of the company was composed of seven shipowners and merchants from Le Havre. The aim of the company was "to transport goods on French steamships between Le
Havre-Bordeaux, the West Indies, Colón-Panamá and New Orleans." The
company's fleet was announced to be composed of "seven big ships of
3,000 tons each, to be built by the Société des Forges et Chantiers de
la Méditerranée".
