It is a yacht harbour, operated by Hamburger Segler Verband.
The pennant is white with the logo of Hamburger Seglerverband but without white caption in base and a red circumscription instead.
Source: I spotted this pennant in front of the yacht harbour on 8 May 2013.

City Sportboothafen had a flag version before with the logo slightly shifted to the hoist but without circumscription.
Source: I spotted this flag around the 8 May 1994 on occasion of the so called "harbour's birthday" (Hafengeburtstag 1994) at the entrance to the yacht harbour.
