It is a yellow-black vertical bicolour (see left image above) or a black-yellow vertical bicolour is an inscription "Moritzburg" in counterchanged tinctures at the top (see right image above). The coat of arms of both is shifted towards the top.

Meaning:
The tower is one of the four equal towers of the local moated palace. The fess wavy is a representation of the Elbe River. The horse is alluding to the local horse breeding farm.
