The flag of the Municipality of Santa Cruz seems to be quarterly divided blue
over white at the hoist, and white over blue at the fly, with municipal emblem
at the center:

It includes the usual circular
“shield”, the usual scroll with toponym (this time blue with
black sans serif capitals and forked tips, very stylized), the usual ten
stars in two half arcs and the chain links between them above the disc:
in this case they are three green links.
The circular “shield” has a thick dark red edging surrounding
a sunrise/sunset scene, with a large red roman cross hanging on the sky
above the sun, a white and light blue wave in the foreground, overlapping a
sliver of land on the dexter side, whereon a banana tree (?) stands;
opposite to the tree, also hanging on the sky, a large black semiquaver.
