I recently found a construction sheet for the Red Cross Society of China's flag at http://hszh.lishui.gov.cn/fgwj/gjj/t20100709_670668.htm  (Chinese only). It is the symbol of the Red Cross Society, which is a Red Cross surrounded by a yellow wreath, placed on a white background. It is centered on the flag and the height of the emblem is 1/2 of the flag's width. The regulations date from 2009, but I am not certain if the flag was created on that date or not.
