The Belarusian State University is the first national university in Belarus and was opened on October 30, 1921. It was opened after a 1919 decision by the Central Executive Committee of the Byelorussian SSR to open a university, though it was delayed due to Poland having troops in the capital of Minsk.
After World War II, the campus was rebuilt and classes were resumed in 1944. When Belarus became independent from the Soviet Union, BSU was denoted as the leading university of higher learning, a distinction that carries to this day. (Source)

The Facebook page of the BSU gives hints that each department has their own banners for ceremonies. This photo from Facebook shows the banner of the Faculty of Biology; another banner depicted belongs to the Military Faculty of BSU.
