About the Flag

The municipality of Jeriquara (3,168 inhabitants in 2010; 14,099 ha) is located in northwestern São Paulo State.

Jeriquara was founded in 1883, as São Sebastião da Ponte Nova, on a piece of land offered on 25 October 1876 by Captain Antônio Joaquim de Souza Costa (d. 1922) and his wife Hipólita de Oliveira. The district of Jeriquara was established by Law No. 2,148 of 26 November 1926. The municipality of Jeriquara was established by Law No. 8,092 of 28 December 1964 and inaugurated on 7 April 1965. The name of the municipality means "parrot's place" in Tupi-Guarani.

Translated from http://www.camarajeriquara.sp.gov.br/lei-organica.asp, but I may have missed something, as they seem to mention both a coat of arms, that I interpreted as 'shield', and again arms.

Wikipedia agrees that the flag of Jeriquara is white with the municipal coat of arms in the middle, and more or less give the official site as the origin and the Municipality as its author. I'm not sure whether that means they provided the image of the flag, or whether that's where the artwork (for the arms) cam from.

Looking at the photographs indicated, together with http://www.camarajeriquara.sp.gov.br/vereadores.asp, especially the second photograph, I'd say Wikipedia has it about right. The type of shield, the scroll below it, and even something in gold above the crown all appear in the photographs. That link shows the other flag in more detail as well, but not quite sharp enough to make out the lettering.

"armas" is not mentioned in any of the other numerous municipal Constitutions I have found until now. As you seem to imply it, there must be a difference here between the shield and the greater arms.
