The LEI ORGÂNICA DO MUNICÍPIO DE FLORÍNEA, dates its flag law 16/74 at 2 May

flag with the colour of the field of the coat of arms, and with a flower from
the coat of arms in the lower hoist, and with not enough visible details.
Similarly at

the usual flag stand with a flag with the colour of the field of the coat of
arms, and with a flower from the coat of arms in the top
hoist, and with not enough visible details.
And a field of yellow with
folded red charge and a blue shape with a round edge bearing what looks like the
arms (but there's a head of government in the way):

In all, I'd go for yellow with a red flower from the coat of arms in each
corner and a small coat of arms on a blue disk in the centre.
