The municipality of Dona Francisca (10,500 ha) is located 175 km of Porto
Alegre.
Dona Francisca was established in 1883 by Manoel José Gonçalves
Mostardeiro on a plot acquired from José Gomes Leal, owner of the Santo Antônio
estate. The new settlement was developed by German and Italian colonists, the
latter coming from Venetia and Treviso. It was named for Francisca,
Mostardeiro's wife. Their daughter, Anália, served as the first school teacher.
The Pallottines, a congregation founded in 1835 in Rome by St. Vincent Pallotti
(1795-1850; canonized on 20 January 1963 by Pope John XXIII), established in
1934 in Dona Francisca their first branch in South America.
The municipality
of Dona Francisca was established by State Law No. 4,993 promulgated on 17 July
1965.

The flag of Dona Francisca is prescribed by Municipal Law No. 155 promulgated
on 10 November 1981.
Article 1.
I. The dimensions of the municipal
flag shall be determined by Article 5 of Federal Law No. 5,700, which prescribes
the proportions of the national flag.
II. The official size of the municipal
flag shall be 1.12 m in width on 1.60 m in length.
Article 2.
The
municipal flag shall have the following features:
- A white isosceles
triangle, in the center, the base placed along the hoist, symbolizing the
immigrants' religious feeling, peace and progress. In its center shall be
embroidered or painted the coat of arms representative of the municipality, in
the colors prescribed by Municipal Law No. 106 promulgated on 10 March 1077.
- Two right-angled triangles with their respective lesser side placed in
opposition to the base of the first triangle.
- The upper triangle, yellow,
symbolizing mature crops, as the main source of income for the municipality,
especially rice and soybean.
- The lower triangle, blue, symbolizing river
Jacuí that fertilizes the land.
