The State Council of Heraldry at the Parliament of Georgia (website) was established by Resolution No. 5,778, adopted on 29 February 2008 by the Parliament of Georgia (text). This Resolution ended a process started 15 years ago to establish a State body in charge of heraldry and vexillology.
The Parliament of Georgia adopted on 16 December 1993 a Resolution
establishing the "Working group on Proposals for State Symbols of
Georgia". The group was succeeded by the "Working Group of Preparation
of State Symbols of the Republic of Georgia", established on 7
February 1994.
The President of the Republic issued on 12 August 1996 the Decree "On Establishment of the State Commission on Symbols of Georgia". Members of the Commission founded on 12 August 1996 the Georgian Heraldry Society.
Following the political changes induced by the Rose Revolution, the "Temporary Commission on State Attributes and Proposals" was established on 2 March 2004. The Heraldry Commission at the Parliament of Georgia was established by Presidential Decree No. 333 on 14 August 2004, to be succeeded in 2008 by the State Council of Heraldry.
The Council is presided by Eldar Shegelaia (b. 1933), a noted film
director and screenwriter (active, 1957-1996; People's Artist of
Georgia 1979 and People's Artist of Soviet Union 1988). A founding
member of the People's Front of Georgia, Shegelaia was a signatory to
the Act of Independence of Georgia (April 1991). A founding member of
Shevarnadze's Union of Citizens of Georgia, Shegelaia rallied the Rose
Revolution in 2003 and withdrew from politics in 2005.
The State Council of Heraldry was admitted to FIAV (Fédération internationale des associations vexillologiques) on 2 August 2011

The tasks of the Council are prescribed in Articles 2 and 3 of the 2008 Resolution, as follows:
Article 2.
The primary tasks of the State Heraldry Council are as follows:
a) elaboration of the proposals of state symbols;
b) elaboration of the proposals of usage of the state symbols;
c) participation in creation of the symbols of Abkhazia and Adjara Autonomous Republics and Self-governance Units and definition of usage rules thereof, also elaboration of corresponding recommendations;
d) elaboration of the proposals of creation and usage of the state symbols and differential signs;
e) heraldic expert examination of the state symbols and differential signs and preparation of the corresponding conclusions on creation and usage thereof;
f) consideration of the draft normative acts on inculcation of the new state symbols and differential signs and preparation of the corresponding conclusion;
g) issue of heraldic material within the scope of own competence;
h) promotion of state symbols and significance thereof in the country;
i) improvement and support of the official site of the State Heraldry Council;
j) solution of other issues, related to regulation of state symbols;
k) implementation of other tasks, imposed under the legislation of Georgia and the hereby provisions.Article 3.
The State Heraldry Council is authorized to:
a) prepare proposals on elaboration of the draft legal acts on heraldic issues and on adoption of the changes to the existent legal acts;
b) prepare conclusions on heraldic issues within own competence;
c) inquire and obtain information, necessary for activity, from the state authorities, instances, organizations and high officials in order, established under the legislation of Georgia;
d) invite scientists and other specialists in view of settlement of specific tasks;
e) hold exhibitions and workshops within own competence;
f) assure collection and exhibition of historical heraldic samples of Georgia;
g) elaborate the artistic appearance of heraldic samples within own competence.

The Council is made of three structural units, whose tasks are defined as follows:
Article 11.
The primary tasks of the Heraldic Design Office are as follows:
a) elaboration of the general artistic appearance of the state symbols and differential signs;
b) elaboration and design of the artistic concepts of the state heraldic signs;
c) editorial-publishing activity.Article 12.
The primary tasks of the History and Analysis Office are as follows:
a) design and elaboration of the general form of the theoretical part of the state symbols and differential signs;
b) collection of historical material on heraldic issues (in Georgia and beyond) and analysis;
c) facilitation to increase of public awareness on heraldic issues;
d) elaboration of the proposals in view of informational and legislative provision to respect state symbols;
e) elaboration of the proposals on creation and usage of the state symbols and differential signs.Article 13.

“Historical Symbols in Contemporary Vexillology and Heraldry” Since we would
like to keep costs for participants as low as possible, we will provide
simultaneous translation only from English to Georgian and vice versa.
The venue of the Conference is the “Hotel old Tbilisi”- (www.hoteloldtbilisi.ge).
The hotel, conference hall and restaurant, where participants will live and work
is located in the old part of Tbilisi City.
