The image on World Statesman attributed to the IRS (a Treasury Bureau) is a bit mystical as it uses the logotype used for correspondence and publications, on a blue field. As far as I can determine there is no IRS flag - in 27 years the only flags I've seen displayed in the executive conference rooms, auditoriums and outside facilities is the Treasury flag.
A few years ago one of the local district offices had a one-off flag produced for a taxpayer assistance day, but I've been unable to track down the details. Therefore, without knowledge of the source, said flag is extremely spurious.

Details are not clear, but this flag appears to be that of the IRS Criminal
Investigation Division.
