Here is the story of the Town of Chester Flag from the Town of Chester Sesquicentennial book published by Royal Fireworks Press, Unionville, NY in 1995:
The Town Board adopted, by vote, the design of the flag in 1993. The design was the idea of David Bell who, with the assistance of Chester High School art student, Rachel Brecher, developed the image which was then made into a silk screen by William T. Tully.
The elements of the flag are most appropriate to the town. The official town flower, the tiger lily appears in the upper left hand comer. This flower is known for its vibrant color and hearty nature. Given the basic elements of sun, minimum moisture and humus rich soil, the tiger lily will bloom year after year with its starry blossom held high on a strong straight stem, symbolic of pride and endurance.
In the lower right comer is a depiction of Hambletonian. The horse, an integral part of Chester’s history, conveys the feelings of strength and motion.Diagonally across the flag, the name Chester is proudly displayed and the colors of royal blue and orange carry a feeling of strength and endurance, qualities our early settlers demonstrated in the creation of the Town of Chester.

The town of Chester (Orange County), New York apparently has a special flag
known as "Chester's Service Flag". It is from October 15th, 1918 and was made to
commemorate Chester's men and women who fought in WW1. The flag has a red outer region and a white inner region. Inside the white inner region are 73 dark
blue stars.
